Martyn’s Law & Emergency Preparedness

Learn how Custr is preparing for the upcoming Terrorism (Protection of Premises) legislation, commonly known as Martyn’s Law.

Overview

Custr is actively developing new emergency preparedness and incident management features in response to the upcoming Terrorism (Protection of Premises) Act, commonly referred to as Martyn’s Law.

The legislation is expected to introduce new responsibilities for organisations and venues to improve preparedness, awareness, communication, and response procedures during emergency incidents.

As part of this, we are currently working on a number of enhancements across the Custr platform designed to support:

  • Emergency procedures

  • Staff communication

  • Incident awareness

  • Accountability during incidents

  • Drill and reporting improvements

  • Safeguarding and personnel visibility workflows

This article provides an overview of the direction we are taking and the areas currently being developed.



What is Martyn’s Law?

Martyn’s Law is proposed UK legislation intended to improve public safety and preparedness in publicly accessible locations.

The legislation is expected to apply to venues including:

  • Schools

  • Colleges

  • Care settings

  • Offices

  • Public buildings

  • Entertainment venues

  • Hospitality venues

The law introduces different tiers based on occupancy and visitor numbers.

Most schools and colleges are expected to fall within the:


Standard Tier

which generally applies to premises with:

  • A public capacity of 200 or more individuals

How Custr is Responding

Custr already provides:

  • Real-time onsite visibility

  • Visitor and staff accountability

  • Evacuation workflows

  • Audit trails

  • Reporting and analytics

We are now expanding these capabilities to further support emergency preparedness and incident management procedures.

Our current development direction includes:



Enhanced Emergency & Safety Modes

Custr already includes Evacuation Mode to help organisations account for people onsite during emergency situations.

We are now expanding this functionality into a broader emergency and safety framework that will support:

  • Evacuation

  • Lockdown

  • Invacuation (“Invac”)

These modes are being designed to work in a familiar and consistent way, building on the existing evacuation workflows already used within Custr.

Planned improvements currently being developed include:

  • Real-time status visibility

  • Staff location confirmation

  • Accompanied person tracking

  • Emergency communication tools

  • Incident-specific procedures

  • Enhanced drill and reporting metrics

The aim is to provide organisations with a more unified approach to emergency preparedness and incident management while building on the workflows they already use today.



Companion App Emergency Features

We are also developing new emergency-focused features within the Custr Companion App, including:

  • Reporting suspicious activity or concerns

  • Improved emergency communications

  • Access to emergency procedures and guidance

  • Enhanced visibility during active incidents

This is intended to help organisations improve internal communication and awareness during emergency scenarios.



Improved Incident Communication

We are improving the ways staff and administrators can communicate during active emergency situations.

This may include:

  • Incident messaging

  • Real-time updates

  • Emergency notifications

  • Shared incident visibility

These enhancements are designed to support operational communication during incidents while remaining familiar and easy to use.



Enhanced Drill & Incident Reporting

Future enhancements will also include:

  • Improved drill reporting metrics

  • Incident timelines

  • Accountability tracking

  • Emergency audit logs

This is intended to help organisations review procedures, monitor preparedness activity, and maintain operational records.



Emergency Procedures & Guidance

We are also improving access to emergency procedures and documentation directly within the platform, including:

  • Companion App visibility

  • In-mode guidance during incidents

  • Improved procedure accessibility for staff



Enhanced Personnel Visibility & Review Workflows

We are also developing additional safeguarding and personnel visibility features to help organisations better manage staff and pre-approved visitor review processes.

Planned improvements currently include:

  • Review and verification workflows

  • Improved visibility of personnel status

  • Traffic light-style indicators for operational awareness

  • Enhanced approval and restriction controls

  • Clearer identification of individuals requiring review or follow-up

We are also exploring future integrations with centralised personnel and safeguarding record systems.

These improvements are intended to support organisations with internal safeguarding, compliance, and site access procedures while remaining flexible across different sectors and operational requirements.



Additional Areas Being Developed

Additional enhancements currently being worked on include:

  • Muster point management

  • Offsite staff handling during incidents

  • Visitor visibility during emergency modes

  • Expanded Sixth Form support

  • Key contact visibility within Companion

As development progresses, further updates and guidance will be published within the Help Centre.
